The Agentic Silk Road

A Federated Digital Trade Readiness, Trusted Agentic Trade & Resilience Laboratory

Paired Gateways: NorthernIreland.TradeRotterdam.Trade • Framework: IBM Auto Deal Share (ADS) Programme

1. Executive Proposition

The Agentic Silk Road provides the ICC Digital Standards Initiative (DSI) with a live, federated environment in which digital-trade interoperability, trust, readiness, and resilience can be exercised across independently operated Trade Gateways, Chambers, businesses, AI Agents, and enterprise systems within the IBM Auto Deal Share framework.

Core Design Principles

Federation
Machine-Testable Interoperability
MLETR-Aligned Readiness
Independent Verification
Governed Execution

Network Topology & Pilot Context

TheSilkRoad.Trade provides the human-facing representation, while TradeGateways.com provides the machine-facing topology through which authorized AI Agents discover and traverse Nodes and Canonical AI Endpoints.

  • NorthernIreland.Trade: Offers a distinctive UK/EU goods-trading context under the Windsor Framework.
  • Rotterdam.Trade: Delivers a complementary EU port and international logistics environment.
  • Federation Rationale: One gateway proves a Digital Trade Node works; two independently operated gateways prove federation works.

Initial Outcomes Sought

  • Common Trade Gateway reference architecture and machine-readable Gateway Manifest v0.1.
  • Paired NorthernIreland.TradeRotterdam.Trade proof of interoperability.
  • Functional specification for Verified.Direct as an independent federated trust-resolution layer.
  • Belfast reference implementation packaged for replication by global Chambers and Trade Gateways.

2. Roles, Trust & Institutional Boundaries

The framework separates topology, resolution, validation, trust, technical conformance, and execution boundaries:

Component Primary Question Boundary / Role
TradeGateways.com Where are the relevant geographic and vertical Nodes and capabilities? Machine-facing topology; not central operation of local gateways.
AIEndpointsRegistry.com Where is the authoritative machine endpoint? Canonical AI Endpoint resolution.
NorthernIreland.Trade / Rotterdam.Trade What local trade capabilities exist? Geographic Trade Gateways.
Chambers of Commerce How are services provided for members? Member validation and stewardship.
Verified.Direct What independently issued trust evidence exists? Federated trust and evidence resolution.
Endpoints Team Does the endpoint technically conform? Manifest, accessibility, and interoperability conformance.
MLETR.com What machine-verifiable MLETR-aligned readiness evidence exists? Readiness assessment agent (available to ICC).
Enterprise Execution Is the workflow authorized and executable? Governed orchestration across enterprise, logistics, finance, and settlement.

3. Pilot Execution & Disruption Testing

Primary Execution Workflow

Authorised Enterprise / Purchasing Agent

TradeGateways.com Discovery

NorthernIreland.Trade Capability / Specialist Agent

Business + Product Discovery

Verified.Direct Trust Evidence Resolution

AIEndpointsRegistry.com Endpoint Resolution

Endpoints Team Technical Conformance

Rotterdam.Trade Port / Logistics / EU Capability

MLETR.com Readiness Assessment (if ETR is involved)

Governed Enterprise Execution

Machine-Readable Transaction Evidence

Disruption-State Test Protocol

The primary scenario is rerun after deliberately constraining a supplier, route, port, credential, certificate, or endpoint. The authorized Agent must establish a Trusted Alternative Trade Path in which identity, authority, provenance, documentation, logistics, settlement requirements, and transaction permissions remain fully discoverable and verifiable.

4. Belfast Implementation & Security Controls

The Significance of Belfast

Belfast combines complex UK/EU regulatory conditions with established capability in cybersecurity, secure AI, and data innovation. It tests whether authorized AI Agents interoperate securely, accountably, and with machine-verifiable trust.

Responsible AI into Testable Controls

Agent Identity
Delegated Authority
Authentication
Policy Enforcement
Human Oversight
Provenance & Auditability
Revocation
Data Governance
Incident Response
Resilience

Agentic Trade Security & Assurance Test Framework

Subjecting the laboratory to active adversarial and disruption stress tests:

  • Agent impersonation and credential alteration/revocation.
  • Compromised endpoints and false supplier information.
  • Attempts to exceed delegated authority.
  • Conflicting evidence resolution and infrastructure failure recovery.

5. Canonical AI Endpoint MVP (12 Agents)

Executable twelve-agent capability layer for the Northern Ireland pilot:

Canonical Endpoint Role Category Initial Core Capability
tradegateway.team Coordinator trade.requirement.interpret
datasets.team Evidence claim.verify
manufacturer.team Supply Chain manufacturer.verify
exporter.team Supply Chain exporter.verify
procurements.team Capability procurement.compare, rfq.prepare
negotiating.team Capability negotiation.prepare
components.team Vertical product.match
semiconductors.team Vertical market.research
ethicallysourced.team Context ethical.verify
smes.team Context sme.context
sales-marketing.team Capability sales-marketing.plan, outreach.prepare
exporting.team Capability export.process.plan

6. Briefing Document Outline & Chamber Framework

Title: Enabling Trusted, AI-Driven Trade for Northern Ireland Exporters

Joint initiative between ICC DSI, IBM Auto Deal Share partners, and regional leadership to test autonomous, interoperable digital trade.

Chamber Participation Framework

Phase Chamber Action Impact on NI Exporters
1. Validate Confirm business legitimacy and capabilities. SMEs gain verified digital identities.
2. Attest Provide trusted backing to trade credentials. Simplifies cross-border customs verification.
3. Onboard Introduce member businesses to the test environment. Direct access to international buyer agents.

Belfast Workshop Objectives & Next Steps

  • Demonstrate a live, 12-agent system handling real-world export workflows.
  • Simulate supply chain disruption scenarios to show automated alternative path routing.
  • Publish the preliminary Trusted Trade Gateway Profile baseline.
  • Convene a joint steering group meeting.
  • Identify 3–5 NI SME exporters for initial cohort testing.
  • Finalize event logistics for the Belfast launch workshop.
