DISCOVERY + RESOLUTION + AUTHORISED INTERACTION
1. Programme Overview
UKTrade.Center is a centrally operated UK Trade Discovery and Interaction Programme. Its defining proposition is to give participating UK traders and exporting companies persistent .Trade identities, their AI Agent Teams persistent .Team identities, and eligible products GTIN-derived .gb.1 and .gb.direct identities for discovery and authorised interaction in the Agentic trade economy.
The Programme connects these identities to canonical AI endpoints, declared capabilities, trust references and approved interaction methods so that programme-supported and authorised external Trade AI Agents can discover, resolve and interact with participating UK commercial capabilities.
AI-Endpoint-In-a -Box is the repeatable delivery mechanism: the Programme Operator supplies the identity, namespace, discovery and interoperability infrastructure; the Chamber supplies local business engagement; and approved technology and service providers are introduced under central programme governance as required.
Core Identity Tenets
- Trader / Exporter Identity —
.Trade: Every participating trader or exporting company can receive a persistent commercial identity through which it becomes discoverable and addressable by authorised Trade AI Agents. - AI Agent Team Identity —
.Team: Each participating company can have a paired persistent identity for its AI Agent Team and programme-supported AI execution environment. - Product AI Identity —
(GTIN).gb.1: Eligible products can receive a canonical Agentic product identity derived from their established GTIN. - Direct Product Interaction —
(GTIN).gb.direct: Eligible products can also receive a direct-interaction identity resolving to an authorised machine endpoint for product-level Agent interaction. - One Central Programme Operator: The identities, operating framework, provider ecosystem and programme standards are governed and managed through one accountable Programme Operator.
Fundamental Operating Principle — One Central Programme Operator
The Programme is owned and managed by one central Programme Operator. The Programme Operator is accountable for programme governance, operating standards, brand and architecture integrity, partner onboarding, platform coordination, Registry integration, commercial model, service quality and the controlled introduction of additional providers where required.
Chambers, AI providers, IBM Business Partners, specialist service providers and other delivery organisations canparticipate within the Programme Operator’s framework. They can provide capabilities to the Programme; they do not become parallel programme authorities.
UKTrade.Center is operated by Agentic-AI.Network, which is developing the repeatable AI-Endpoint-in-a-Box model for Chambers of Commerce. The purpose is to make trusted UK commercial ecosystems increasingly addressable to authorised Trade AI Agents while preserving stable identities, human oversight and clear operational accountability.

Transitioning to International Scale
UKTrade.Center is intended to validate the operating architecture, central-operator model, commercial model, technical repeatability and measurable trade outcomes. Subject to agreement, the proven methodology can then be offered for broader international adoption, including potential transition or collaboration with the International Chamber of Commerce.
2. Concept-Purity Rules
The Programme combines central programme accountability with federated identities, modular providers and interoperable Agent access.
Swipe horizontally to view the full table →
| Rule | Programme Meaning |
|---|---|
| One accountable Programme Operator | One central operator owns, governs and manages the Programme and remains the principal point of accountability across the network. |
| Persistent identities at three levels | Participating traders/exporters, their AI Agent Teams and their eligible products receive persistent programme identities designed to remain stable even when models, providers, software or workflows change. |
| Domain-anchored discovery | Verified .Trade domains act as durable anchors for Gateway identity, discovery, declared capabilities and Agent interaction. |
| GTIN remains the underlying product identifier | The Programme does not replace the GTIN. It binds an established GTIN to programme product identities such as (GTIN).gb.1 and (GTIN).gb.direct for Agentic discovery and interaction. |
| Separated execution | The .Trade identity/discovery layer and .Team AI execution environment remain connected but distinct. |
| Provider modularity | The Programme Operator can appoint, replace or add AI and specialist providers without transferring ownership of the Programme or Gateway identities. |
| Programme-supported and external Agents | Programme AI environments are centrally coordinated, while authorised external Trade AI Agents may also discover and interact with exposed Gateway or business endpoints. |
| Open service ecosystem under central governance | Specialist providers can supply services and capabilities, but participate under the Programme Operator’s approval, technical and commercial framework. |
| Standards alignment | The Programme operationalises relevant digital-trade standards and readiness frameworks without replacing authoritative standards bodies or identifier systems. |
| Interoperability, not replacement | Existing directories, marketplaces, enterprise systems, logistics, financial systems and Agent platforms can remain connected and active. |
| Human oversight | Verification, accreditation, sensitive decisions, transaction approval and escalation remain capable of human review. |
3. Programme Hierarchy & Core Architecture
The architecture places one central Programme Operator above a federation of stable Trade Gateway identities and modular delivery services.

4. Local Business Engagement & Dual-Stack Infrastructure
Local Chamber Role
The intention is that each Trade Gateway can be associated with the relevant Chamber of Commerce or other approved local institution providing business engagement under the central Programme framework. The Chamber is not required to build AI models, own the Programme or operate the underlying software.
The .Trade / .Team Dual Stack
The same dual-stack principle can operate at both Gateway and participating company level: Region.Trade ↔ Region.Team and Company.Trade ↔ Company.Team.
Swipe horizontally to view the full table →
| Stack Component | Primary Function & Responsibilities |
|---|---|
| .Trade Domain Trusted Commercial Identity |
Persistent commercial or Gateway identity and canonical discovery endpoint. At company level, Company.Trade represents the participating trader/exporter; at Gateway level, Region.Trade represents the regional trade ecosystem.
|
| .Team Domain AI Execution Environment |
Persistent identity for the corresponding AI Agent Team and programme-supported execution environment. At company level, Company.Team represents the trader/exporter’s AI Agent Team; at Gateway level, Region.Team supports the wider ecosystem. External authorised Agents are not required to use the .Team environment where direct endpoint interaction is supported.
|
5. Central Operator, AI Providers & Client AI Identities
The Programme Operator remains the enduring programme owner. It may appoint a principal or preferred AI Provider for consistency of security, orchestration, Agent lifecycle management, observability and service levels, while retaining the right to introduce additional providers when technically, commercially or operationally appropriate.
Provider Principle
The operator is permanent to the Programme model; providers are modular. Provider appointment does not transfer programme ownership, Gateway identity ownership or Registry authority.
.Trade and .Team are programme identity semantics, not blockchain definitions. Cryptographic keys, DIDs, signatures or blockchain records can be bound to either identity where useful without making the domain suffix itself dependent on a specific chain or technology provider.
Swipe horizontally to view the full table →
| Identity / Role Class | Illustrative Purpose |
|---|---|
| Programme Operator Identity | Persistent identity of the central organisation accountable for operating and governing UKTrade.Center. |
| Gateway Identity | NorthernIreland.Trade — Persistent institutional Trade Gateway identity. |
| Trader / Exporter Identity | Company.Trade — Persistent commercial identity for a participating trader or exporting company, linked to authoritative external identifiers where appropriate. |
| AI Agent Team Identity | Company.Team — Persistent identity for the participating company’s AI Agent Team and programme-supported execution environment. |
| Gateway AI Environment | NorthernIreland.Team — Programme-supported regional AI execution environment supporting the Gateway ecosystem. |
| Client / External AI Agent Identity | Persistent identity for an authorised AI Agent capable of programme or direct endpoint interaction. |
| Capability Record | Structured declaration of a trade, professional, product or digital capability. |
| Approved Provider Identity | Provider identity and referenced approval/accreditation status governed by the Programme Operator and relevant external authorities. |
| Product AI Identity | (GTIN).gb.1 — Canonical Agentic product identity derived from the product’s established GTIN. |
| Direct Product Interaction Identity | (GTIN).gb.direct — Product-level direct interaction identity resolving to an authorised machine endpoint where supported. |
6. Trust States & MLETR Digital Trade Readiness
Five Trust States
The programme explicitly distinguishes five distinct levels of verification:
2. EVIDENCED
3. VERIFIED
4. ACCREDITED
5. TRANSACTION-PROVEN
MLETR Readiness & Digital Trade Passport
MLETR.com provides an AI-assisted Readiness Agent to evaluate readiness for electronic transferable records. Participating businesses maintain an evidence-supported Digital Trade / MLETR Readiness Passport containing:
- Business digital-trade and MLETR readiness assessments
- Electronic document capability mapping and digital identity readiness
- Counterparty, bank, logistics, and platform integration status
- Evidence and provenance capture with recommended action gaps
Gateway-to-Gateway (G2G) Paradigm
The internet made businesses searchable. Trade Gateways aim to make trusted commercial ecosystems addressable. The Programme supports three complementary interaction patterns: Gateway ↔ Gateway, Agent ↔ Gateway, and Agent ↔ Endpoint. This allows authorised Trade AI Agents to discover relevant UK capabilities without relying on repeated open-web searches.
7. IBM Partner & Auto Deal Share (ADS) Alignment
IBM Business Partners can provide an important route to market and delivery ecosystem for the Programme. Participation in IBM Auto Deal Share (ADS) or other IBM ecosystem motions operates under the UKTrade.Center Programme framework; the central Programme Operator retains ownership, governance and programme coordination.
Swipe horizontally to view the full table →
| Participant | Proposed Role |
|---|---|
| Local Chamber of Commerce | Local Business engagement. |
| Central Programme Operator | Programme owner and principal accountable party: governance, commercial model, AI-Endpoint-In-a -Box methodology, Registry integration, partner/provider appointment, orchestration standards and service assurance. |
| Preferred / Approved AI Provider(s) | AI Agent environments, orchestration and client-agent integration delivered under the Programme Operator’s requirements. Additional providers may be introduced as necessary. |
| IBM Business Partner | Client promotion, qualification, solution design, IBM product delivery, and managed services. |
| IBM Ecosystem / ADS | Opportunity-sharing, partner engagement, and deal-routing context. |
| Specialist Providers | Trade, finance, logistics, compliance, legal, data and specialist capabilities onboarded or approved by the Programme Operator as required. |
IBM Technology Stack Integration
Where appropriate, eligible IBM Partners incorporate key IBM portfolio capabilities into the Gateway solution stack:
Data & AI Governance
Automation & Workflows
Hybrid-Cloud Infrastructure
Enterprise Security
Consulting & Managed Services
8. Persistent AI Identities for British Products
UKTrade.Center extends the Programme’s identity architecture from traders and AI Agent Teams to eligible British products. The established GTIN remains the underlying product identifier; the Programme binds that GTIN to persistent Agentic identities for discovery and authorised interaction.
GTINToken™ Programme
The GTINToken™ trademark is owned by the Programme. GTINToken™ operates as the Programme framework for connecting eligible GTIN-identified products to canonical Agentic product identities, machine-readable capabilities and authorised interaction endpoints.

9. AI-Endpoint-In-a -Box Operating Model
AI-Endpoint-In-a -Box is the repeatable operating model through which the main Programme Operator can deploy and manage a local or sector Trade Gateway for a participating Chamber of Commerce or approved trade institution. The Chamber concentrates on business engagement while the Programme Operator provides the common identity, namespace, Registry, discovery, Agent-interaction and provider-management infrastructure.
Core Operating Principle
The Programme Operator provides both identity infrastructure and national discovery infrastructure. Chambers do not need to become AI-platform operators, blockchain operators, Registry operators or protocol operators. They provide trusted local engagement; the Programme Operator operates the common programme machinery and introduces approved providers where additional capabilities are required.

Identity Record — Minimum Programme Data
Each programme identity should resolve to a structured canonical record capable of including:
Parent Gateway
Legal / Business Identifiers
Programme Status
Declared Capabilities
Authoritative Endpoint
Interaction Protocols
AI Agent Team Identity
Products
Trust References
Public Keys / Proofs
Last Updated
Identity Is Persistent; Capability Is Updateable
A participant should not require a new identity every time its AI capability changes. The identity remains persistent while machine-readable capability records can evolve from simple discovery to RFQ, quotation, supplier verification, document exchange, logistics, trade finance or other approved services.
B. UKTrade.Center as the National Discovery & Interaction Platform
UKTrade.Center provides the common discovery layer across participating Trade Gateways. It allows programme-supported and authorised external Trade AI Agents to search capabilities, resolve identities, locate canonical endpoints and route interactions to the relevant Gateway, specialist Agent, member company or product endpoint.
Discovery Example
An authorised external procurement Agent might request: Find Northern Ireland suppliers of industrial adhesives capable of exporting to Germany and accepting an RFQ.
